RESPONSIBILITIES INCLUDE:
o Carries out supervisory/managerial responsibilities in a manner consistent with the organization's policies and applicable laws.
o Prepares bid packages, conducts bidder conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
o Cost/price analysis, negotiation, documentation, subcontract maintenance and interface with functional organizations, and supplier management;
o Cost containment through vendor analysis, selection and negotiation;
o Training employees;
o Planning, assigning, and directing work;
o Appraising performance, addressing complaints and resolving problems.

MINIMUM REQUIREMENTS (Education, Experience, & Competencies)
o Bachelor's in a business, technical or operations management discipline;
o 10 years related experience in manufacturing environment including 5 years in materials management supervising a team;
o Solid experience using integrated MRP systems;
o Experience in a government procurement/subcontracting environment:
o Cost-type subcontracts management background with knowledge of Federal Acquisition Regulations (FAR), Small Business reporting, and experience with CPSR audits;
o Excellent written and oral communications skills with proficiency using Microsoft Office products;
o Ability to organize and prioritize multiple work assignments, working with minimal supervision and performing well under pressure
